AB 1993 requires that any hole, window, or opening in a vote-by-mail identification envelope be placed at least one-half inch away from any part of the ballot where a voter marks their vote, to help ensure that ballot choices cannot be seen when the ballot is inside the envelope. It directs the Secretary of State to create rules to enforce this requirement, applies to elections held on or after January 1, 2028, and provides that local governments will be reimbursed if the state determines the new requirements create additional mandated costs.
