DeMaio Unveils Legislative Package to Lower Cost of Living in California

As your State Assemblymember, one of my most important responsibilities is standing up for working families who are being crushed by California’s out-of-control cost of living—and pushing back when Sacramento politicians make it worse. 
 
Californians are tired of being told to “get used to it” — get used to higher taxes, higher utility bills, higher gas prices, and endless government fees. 
 
No—families should not have to “get used to” being nickel-and-dimed by the government just to survive.  

That’s why I’ve introduced a comprehensive Cost-of-Living Relief Package—a series of bills designed to block new taxes and fees, lower utility costs, and give families relief.  

California’s Cost-of-Living Crisis is Real—and Sacramento Keeps Making It Worse  
Families across our state are dealing with:  

  • Rising utility bills with little transparency or accountability  
  • New tax schemes aimed at drivers, homeowners, and savers  
  • Hidden fees added to everyday necessities 
  • Government programs that trap families into higher costs  

Enough is enough. 
 
A Cost-of-Living Relief Package I’m Fighting For 
The legislative package takes direct aim at the policies driving costs higher: 
 
Ban a Savings Tax on Middle-Class Families (ACA-14)  
Sacramento politicians want to keep the door open to taxing your savings, retirement accounts, investments, and even home equity. ACA-14 would permanently ban any so-called “Savings Tax” — while ensuring voters, not politicians, have the final say on future tax hikes. Despite its clear protections for middle-class families, Assembly Democrats voted to block ACA-14 from moving forward. 

AB 1783 Prohibition of a Mileage Tax  
This bill is necessary to address the cost-of-living crisis in California by ensuring local governments are not permitted to enact taxes and fees on mileage. Any money put towards studying a mileage tax will as well be returned to the General Fund. 
California already has the highest gas and car taxes in the nation. My legislation bans the imposition of a statewide Mileage Tax and advances responsible fuel-cost reduction policies that stop Sacramento from tracking your driving and charging you per mile. 

Reduce Utility Bills & Stop Utility Abuse 
My bills prohibit retroactive utility billing, give ratepayers the right to opt out of costly public programs, and cap electric rate increases at ten percent to protect families from runaway utility costs.  

End Unfair Fees on Emergency Services  
No family should ever be charged for calling 911 in an emergency. My bill bans any government “user fee” for calling for help. 

Protect Access to Affordable Gas Appliances & Stop Costly Retrofits 
Local governments across California are trying to ban gas appliances — forcing families and small businesses into expensive retrofits they can’t afford. My gas appliance clarifying bill makes it clear that localities cannot impose gas bans that drive up housing and renovation costs, ensuring families can choose affordable energy options without being forced into thousands of dollars in upgrades.  
These bans would also push more demand onto an already strained electric grid — driving up electricity rates for everyone. 

AB 23 Cost of Living Reduction Act 
This bill would reduce the cost of living for Californians by reducing energy, gas, and utility prices. The methods used in this act will then be studied to see their potential at reducing cost of living in other areas.  

AB 567 Cap and Cut Insurance Rates Through Reform Act 
This bill would provide immediate savings for Californians by capping homeowners’ shares of any increase to insurance rates by no more than the national average increase of insurance premiums or no more than 7%. The bill would also help rebuild the insurance industry in California.  

AB 1228 California Energy Consumer Freedom Act 
This bill would protect every Californian’s right to buy and use natural gas appliances and to buy and drive gas powered vehicles. This would save Californians thousands by allowing them to continue using natural gas and will prevent an increased burden on the already troubled electrical grid.  

Relief Takes Leadership—Not Excuses  
For too long, Sacramento has ignored the pain families are feeling while pushing policies that make life more expensive. I won’t accept that.  

These Cost-of-Living Relief Bills are build on a simple package: government should make life more affordable—not harder—for the people it serves.
