DeMaio Warns of Release of S*x Predator in San Diego County

California families deserve to feel safe in their own communities — but once again, Sacramento is pushing a reckless policy that puts neighborhoods at risk. 

The state is moving forward with the release of a S*xually Violent Predator (SVP) into Borrego Springs — right here in our region — despite serious concerns about public safety and a track record of failed releases. 

This isn’t just about one case. It’s about a dangerous system that continues to prioritize releasing violent offenders over protecting our communities.
 
That’s why I am strongly opposing this placement and fighting to stop the broader policy of releasing SVPs into residential neighborhoods. 

Sacramento’s Failed SVP Release System 
Under current law, individuals classified as S*xually Violent Predators — offenders deemed likely to reoffend — can be released from state custody and placed into communities. 
Even worse: 

  • Placement decisions are made by the California Department of State Hospitals  
  • Local communities and law enforcement have little to no control  
  • Offenders who violate release conditions can still be re-released again later  

This broken system puts families, children, and neighborhoods at risk — and it needs to be stopped. 

Proposed SVP Placement in Borrego Springs 
The state is now proposing to place Gary Snavely at: 

3406 Running M Road 
Borrego Springs, CA 92004 

  • Convicted of lewd and lascivious acts with a child under 14  
  • Crimes occurred between 1982 and 1986  
  • Conditionally released twice before — and returned to state custody both times for violating release conditions  

This is exactly the kind of case that raises serious red flags — and why this policy is so dangerous. 

A System That Puts Communities Last 
Instead of prioritizing public safety, Sacramento continues to: 

  • Release high-risk offenders into neighborhoods  
  • Ignore prior violations of release conditions  
  • Override the concerns of local residents  

Communities like Borrego Springs are being forced to bear the consequences of these decisions — without having a real say in the process. 

This is outrageous.
