ACA-13: Balanced Budget Accountability Act

This constitutional amendment would rein in Sacramento’s reckless spending by requiring a two-thirds vote in the Legislature to approve any state budget appropriations or new agency fees– ending the use of hidden fee hikes to bypass voter oversight. Starting in 2028, it caps total state employee compensation costs at no more than 95% of 2024-25 levels, and requires most government services to be opened to competitive bidding at least once every seven years to improve efficiency and cut costs. Law enforcement services are exempt. ACA-13 restores fiscal discipline, increases transparency, and ensures taxpayer funds are spent responsibly.
