Assemblymember Carl DeMaio issued the following statement regarding the parole violation of Sexually Violent Predator Alvin Quarles and the continued failures of California’s SVP release system:
“I am outraged that the state of California and Liberty Healthcare once again placed a dangerous Sexually Violent Predator into a neighborhood — and within days, he violated parole. This is exactly the public safety nightmare we have been warning about for years.”
“This was a preventable failure. When Governor Gavin Newsom continues to defend this broken SVP release system — and when the state keeps funneling millions of taxpayer dollars to Liberty Healthcare despite repeated mismanagement — they are knowingly putting our communities at risk. How many more violations, escapes, or near-misses must occur before the Governor acts?”
“Alvin Quarles—known as the ‘Bolder Than Most Rapists — is one of San Diego’s most notorious serial rapists. He should never have been released into any neighborhood. And now, while the public is being kept in the dark about what criminal activity occurred, the state is simultaneously preparing another potential SVP release — with Gary Snavely scheduled for a critical placement hearing this Friday. This is unacceptable and dangerous.”
“I am once again calling on Governor Newsom to immediately cancel the Liberty Healthcare contract, halt all SVP placements, and order full public transparency about this incident and how such a catastrophic failure was allowed to occur. Our communities deserve protection, not politically driven excuses.”
“As Californians, we must demand a system that prioritizes public safety over bureaucratic contracts and failed policies. Enough is enough.”
Assemblymember DeMaio has previously introduced legislation and formal requests to halt SVP placements and terminate the Liberty Healthcare contract.
