This bill would prohibit SANDAG’s board of directors from changing the allocation of revenues to any component of the expenditure plan contained in the TransNet Extension Ordinance by more than an unspecified percentage unless the board adopts a resolution proposing to change the allocation of revenues in the expenditure plan, holds 4 public meetings in specified regions of the county to share the details of the proposed change, and the proposed change is approved by 2/3 of the electors voting on the measure at a special election called by the board.
AB 2350: California Fresh Start Grant Program
This bill establishes the California Fresh Start Grant Program, and would allow for the funding of entities to provide transitional support services to qualifying formerly incarcerated individuals, with the aim of reducing recidivism and improving reintegration. Under this bill eligible public or private non-profit organizations would develop a reentry coordination program, support structure and assistance for transitioning individuals.
This bill authorizes courts to collaborate with outside organizations to develop, implement, and administer programs for females that have been charged with misdemeanor offenses to help break the cycle of recidivism. The diversion programs created under the provisions of this bill will provide wrap around services, including mental health and substance abuse assessments and treatment, vocational services, housing assistance, community support services, care coordination, transportation assistance, and child care.
This bill modernizes California’s Laura’s Law/Assisted Outpatient Treatment (AOT) program with the intent of allowing more counties to implement AOT programs, better serving mentally ill patients and ensuring that individuals in need of treatment can access the appropriate level of care with the supports needed to aid in the successful completion of treatment.  
This bill gives individuals greater freedom to work as independent contractors for transportation network companies (TNCs) by applying a previously-established worker classification test that is less restrictive than the Dynamex/ABC test, which was codified by AB 5 (Gonzalez) of 2019.

This bill extends the sunset date for the Supervised Population Workforce Grant Program until January 1, 2026 to ensure continued state support for job training programs, including vocational training, stipends for trainees, and apprenticeship opportunities for formerly incarcerated Californians.
This bill would enact the Electronic Monitoring in Residential Care Facilities for the Elderly (RCFE) Act authorizing use of personal electronic monitoring devices by a resident or resident’s responsible party inside the resident’s room for the purpose of voluntarily conducting electronic monitoring, under specified conditions.

Recognizes March 7th, 2020 as California Arbor Day. This resolution is authored to encourage Californians to observe California Arbor Day by participating in tree-planting activities and community beautification projects.
